Highway to Hell was the title of a recent Radio 4 programme produced by Jonathan Brunert. Like every other BBC programme about traffic congestion I’ve seen or heard, it missed the point: that the main reason for congestion is the system of priority and signal control. Even roadworks – the main cause they gave – are often minor and don’t “need” temporary traffic lights. Indeed it’s the lights that cause the congestion.
